Philip is the Chairman of the Policy Committee of the Hong Kong Internet Finance Association. Founded in 2014, HKIFA aims to facilitate the communication between Fintech practitioners and governmental bodies and promotes international exchange of ideas on Fintech development.
Previously, Philip was Political Assistant to the Secretary for Financial Services and the Treasury of the Hong Kong Government where he formulated Fintech-enabling policies and drove the RMB internationalisation agenda for Hong Kong. He started his career developing quantitative investment and risk models at Goldman Sachs and Citigroup in New York. After returning to Asia, Philip built the regional structured investment product business at Citigroup, Bear Stearns and Standard Chartered Bank as a founding team member, covering Greater China and Southeast Asia.
Philip holds a B.A. in Economics and a B.S. in Engineering from Cornell University. He was also a Chevening Scholar at Oxford University where he received a M.S. in Economic and Social History.
